pakistan is critical to the success in afghanistan, as a supply route. things have been tense for a while. highlighted by the apparent lack of communication surrounding our raid that took out bin laden on their soil. today, white house chief of staff bill daley made clear that until we patch it up with pakistan, their wallets will be lighter. >> obviously, they have been an important ally in the fight on terrorism. they've been victim of enormous amount of terrorism. but right now, they have taken some steps that have given us reason to pause on some of the aid which we were giving to their military. >> reporter: using broader strokes, president obama said this week that we need to keep giving foreign countries aid so they don't become terrorist breeding grounds. he thinks it's worth it though we don't have dough to spare at home. >> it's smart for us to make a very modest invest in the foreign aid. it's a force multiplier and something that even in tough fiscal times, america needs to continue to do as part of our role as global leader. >> reporter: the money we withhold won't affect non

of afghanistan. >> that's right. we begin there where afghan president hamid karzai's half brother was found shot to death at his home. ahmed wali karzai was the provenÇal council chief of kandahar. he suffered gunshot wounds to his head and chest according to hospital officials. a spokesman for kandahar's government said a guard killed karzai. the taliban says -- >> we've seen the worst so far. excessive heat warnings and advisories posted in 23 states. the heat in many areas could reach 115 degrees. the heat wave is being blamed for one death in madison county, illinois. in oklahoma it was so hot, that part of a highway buckled. look at that. motorist was hospitalized after his bike hit the buckled pavement. in arkansas several communities have opened cooling centers. good rule of thumb in this heat whatever you're doing don't overdo it. >> if you're going to go outside in heat like this better be drinking a lot of water before you come out. make sure you have some substance in your stomach or you might be going to the hospital. >> it was hard to stay focused because it was so hot out. >> dehy

. military suicides have risen during the long-running wars in iraq and afghanistan. in his statement today, the president said, "these americans served our nation bravely. they didn't die because they were weak." a federal appeals court in san francisco has ordered the military to stop enforcing its ban on gays serving openly. congress repealed the policy last december, but it won't take full effect until the president certifies that the armed services are ready for the transition. it was unclear what effect today's appeals court ruling will have on that timetable. the u.s. capture of a somali suspect triggered a new dispute today over the handling of terror cases. the "new york times" and the "washington post" reported that ahmed abdulkadir warsame was captured in april and held on a u.s. warship, where intelligence officials questioned him for two months. warsame was then flown to new york to stand trial in federal court. but senate repubulican minority leader mitch mcconnell said today he should have been sent to guantanamo and a military tribunal. >> the administration has purposefully

wars in iraq and afghanistan and participate in the nato exercise in libya. that's pretty expensive undertaking. we know that that has gone up 84%, military spending, in the last ten years, gone up 84%. we know at the same period of time that spending on mandatory programs -- that would be like social security, medicare, medicaid, agriculture payments, veterans payments. spending for those payments over the last ten years has gone up 32%. and we know that the rest of the budget, the so-called domestic discretionary spending which would include things like building highways, keeping federal prisons open, providing pell grants to college students, giving children from poor families early childhood education, putting money at the national institutes of health for madam chair research. that's one section of the budget. it comprises 12% of our budget. in the last ten years that part of our budget has gone up zero percent. no increase in spending in that section. most of our spending goes into the military, 84% increase over ten years, and mandatory programs, 32% over ten years. the bigge

and distinction in iraq and afghanistan would feel that way to draw back on the benefits that they earned. during the bush years our country spent $1.5 trillion in iraq and national defense. the turnaround in our budget picture during the bush years was remarkable. in october of 2008, cnn reported that the debt clock had run out of numbers. the debt clock actually had exceeded 13 digits that had been allotted to the clock and had to be revised. according to one report at the end of the bush term, the number of jobs in the nation increased by 2%. that's the lowest at anytime since data began to be collected seven decades ago. gross domestic product was at the lowest pace since the truman administration, and the price that america has paid for the theology that suggested during all of those years that tax cuts pay for themselves. you can't find a mainstream economist in this town today who will acknowledge that argument. and yet we hear now more tax cuts for the wealthiest americans. by the time that the bush years ended, the debt had increased to $10.6 trillion, setting a record for any administra
